Pollution Control Authorities : They must ensure that waste handling does not cause pollution at any point during the cycle and monitor the various facilities that are set up in areas under its jurisdiction. Since many citizens also run to them for various assistance, it is also useful if they are able to advice or redirect persons.

These above-mentioned are only the basics, spelt out under the Municipal Solid Waste (Management and Handling) Rules, 2000. But it is still only a minimum. In fact, a greater proportion of waste can be recycled, a part of it composted, and only a small fraction discarded. There are other things that can be done, through working with nearby communities, at home or work.
